Pangaea Express: Ontario Bans PPNs

The Ontario government announced its decision to ban closed PPNs. The province will allow both options identified in the second consultation, Any Willing Provider (AWP) and Standardized and Mandatory Exemptions (SME). Any pharmacy willing to meet the insurer’s financial terms can join the PPN and there will be “a standardized, transparent process for patients to seek exemptions from PPNs where appropriate.”

There are very few details at this point from the governments’ 2025 Ontario Economic Outlook and Fiscal Review published November 6.

The government feels this decision will allow for consumer choice, competition in the pharmacy sector and cost-effective drug access.
